The Image of Siberia’s Economy: Influence of Geographical Factors and Statistical Distortsions

This paper makes a critical analysis of the views concerning Siberia as a burden for the Russian economy. It is shown that the «nutrient medium» for their emergence is provided not so much by the operation of threatening geographical factors as by the results of an artificial understating of the role played by Siberia in national indicators as well as by inequitable economic relations between the center and the regions.

Attempts of Russian State to solve territorial problems, develop federal regional policy were not successful. Instead of logical and interconnected actions Russian authorities work in ambulance mode. What Siberia Contributes to the Russian Economy and Why Siberia Is not a Paradise

The paper makes an attempt to offer a new approach to assessing an actual contribution of Siberia to the national economy which is different from traditional ones assuming the consideration for current interregional flows of goods the prices of which are supposed to be «correct» and do not include a hidden redistribution of the value added. We propose a more comprehensive approach which allows us to take into consideration both historical factors and objective peculiarities of the current market economy.

Regional Identity of Siberia as a Factor of the Siberian Stable Development

The article discusses what the Siberian regional identity means, what its origin is, and what it contribute to the stable development of this region. We describe several development scenarios for the region depending on how the «central authorities» percept and attribute importance to this notion – positively (as a resource) or negatively (as a threat). Within each of the scenarios, we consider positive and negative impacts of the regional identity on the development of this region.

Straggle for Value Added

Development of new gas production centers in the Krasnoyarsk region leave open the question of the location of the plant for deep processing of natural gas. Strong competition is likely to occur between the regions of Siberia for «residence» of the enterprise that produces output with high added value, benefits being obvious for them. In the given work are compared different variants of placing of a new gas-processing complex in Eastern Siberia. We determine conditions under which the economy of Krasnoyarsk region will grow not only due to development of new natural gas deposits, but it also will achieve capacities of gas processing.

The article deals with the historical and political background of the pre-war General economic plan. The author describes the stages of its development, characterizes its position and role in the Soviet regional strategy. Reputational Risk Analysis based on Evaluation and Ranking of Events and Individual Messages in Public Information Sources

General issues of reputational risk analysis for different objects (legal and physical persons, geographic notions, brands, etc.) are considered. Approach to automation of most time-consuming stage of this process (risk analysis) is proposed. This approach is based on facts recognition in information materials (messages) of open information sources and assessment of their impact on the reputation of investigated objects. The main advantages of this approach are the following: 1) calculation of quantitative estimation of reputational threats and risks for investigated object; 2) significant part of the operations is computerized and therefore the results obtained have a greater degree of objectivity.
